Wrapping Up the 2024 Session: A Year of Progress and Innovation

The Illinois General Assembly just wrapped up its 2024 Spring Legislative Session, and it’s been a productive year. We’re thrilled with the passage of several bills that increase access to healthcare, protect the environment, reduce costs for renters, protect vulnerable seniors, and give law enforcement the tools to tackle the opioid epidemic. The biggest piece of legislation that we moved this year was the Healthcare Protection Act. This landmark legislation bans prior authorization for in-patient mental health care, eliminates step therapy, and empowers the Department of Insurance to review and approve rate increases on large group insurance plans. There is more information on the Healthcare Protection Act and several other bills in newsletter below, and we will provide an update on the annual state budget and related financial legislation with another newsletter in the coming days.

Moeller Bills Passed in the General Assembly and Awaiting the Governor’s Signature
Transforming Healthcare with the Healthcare Protection Act: HB5395
HB5395, the Healthcare Protection Act, is poised to transform Illinois’ healthcare system by putting patient care front and center. This sweeping reform includes several key measures: it bans prior authorization for in-patient mental health care; bans insurance companies from requiring the use of step therapy; mandates that insurance providers maintain an updated directory of providers and authorizes the Department of Insurance to review large group plans and disapprove rates if premiums are unreasonable or not based on sound actuarial principles. HB5395 is a bold step toward prioritizing patients over profits and ensuring better healthcare for all Illinois residents.
Protecting Residents in Manufactured Housing Communities: HB4467 and SB2834
HB4467: This bill introduces fines for operating a mobile home park without a current license and mandates annual inspections by the Illinois Department of Public Health. It also specifies that mobile home park operating licenses are non-transferable and can only be reissued once compliance is achieved if they have been voided or suspended.
SB2834: This amendment to the Mobile Home Park Act helps protect tenants by prohibiting evictions for non-payment of rent if the park is not licensed. Additionally, park owners must inform residents in their lease agreements if the park is unlicensed and not authorized to collect rent. I was pleased to champion this bill in the House.
Standing Up Against Discrimination Based on Reproductive Health Decisions: HB4867
HB4867 is a powerful bill aimed at protecting individuals from discrimination based on their reproductive health choices. This legislation ensures that everyone in Illinois is safeguarded against discrimination in employment, housing, or public accommodation. Whether it’s contraceptive use, fertility treatments, sterilization care, miscarriage management, pregnancy continuation or termination, or prenatal, intranatal, and postnatal care, this bill is a bold step forward in defending personal health decisions and promoting equality for all.
Cutting Costs for Renters: HB4926
HB4926 brings a breath of fresh air to the rental market by amending the Landlord Tenant Act. This bill stops landlords from charging application screening fees if applicants present a recent, comprehensive screening report from a third-party credit rating agency. It’s a game-changer for renters, saving both time and money in the housing hunt.
Empowering Law Enforcement to Tackle Fentanyl Overdoses: HB4942
HB4942 will boost efforts in combating the fentanyl crisis by requiring County Coroners to report fentanyl-related deaths to local law enforcement in a prompt manner. This swift reporting ensures law enforcement can promptly and effectively investigate overdose deaths, enhancing our response to the opioid epidemic.
Safeguarding Residents During Nursing Home Ownership Changes: SB3115
SB3115 is designed to protect nursing home residents during ownership transitions by requiring facilities to submit a detailed transition plan to the Illinois Department of Public Health. This plan ensures that adequate staffing and care are maintained throughout the transfer. Nursing homes that fail to comply and jeopardize resident well-being may receive a high-risk designation. I introduced a companion bill to SB3115 in the House and proudly championed this Senate Bill to ensure our seniors receive the continuous care they deserve.
Enhancing Environmental Safety with Electric Vehicle Battery Storage Regulations: SB3481
Electric Vehicle (EV) batteries, while revolutionary, present unique challenges regarding fire safety due to their high energy density and complex chemistry. SB3481 mandates that battery storage sites holding over 5,000 kilograms of used batteries register with the Illinois Environmental Protection Agency (IEPA). But that’s not all – it also tasks the IEPA with crafting regulations for these sites that prioritize fire prevention and emergency response, ensuring both environmental protection and public safety.

A Memorable Moment: Consul General Somnath Ghosh of India Addresses the Illinois House of Representatives
On May 7th, we had the privilege of hosting Consul General Somnath Ghosh of India at the Illinois House of Representatives, marking the commencement of Asian American Heritage Month. Accompanied by Hanover Township Assessor Khaja Moinuddin, the Consul General met with area legislators and the Speaker of the House for several engaging and productive discussions. It was an honor to extend our welcome and celebrate the rich cultural tapestry of our diverse communities.
Springfield Welcomes City of Elgin Leaders
On April 30th, \we extended a warm Springfield welcome to Mayor David Kaptain and esteemed members of the Elgin City Council: Carol Rauschenburger, Tish Powell, John Steffen, and Corey Dixon. It was a great opportunity to talk to local leaders and discuss the issues affecting our city and region.
This visit was a great way to strengthen our bonds and reinforce our commitment to intergovernmental collaboration. I look forward to continuing to work with Elgin leaders.
Fox River Clean-Up
On May 4th, my office and Friends of the Fox River hosted our Ninth Annual Fox River Clean Up. We had another great turn out this year with no less than 60 volunteers who came ready to roll up their sleeves and make a difference. Volunteers collected trash from the Gail Borden Library to Trout Park, helping ensure that the Fox River remains a clean resource.
Tykes on Trikes!
On May 17th, we teamed up with the Elgin Partnership for Early Learning for their exciting Kids Bike, Trike, Ride, and Stroll event. Our office proudly sponsored 8 children’s bike helmets for participating families to win. It was a picture-perfect day for a fun event all about the joys of play and the importance of bike safety.
Diapers and Wipes Drive
We partnered with the Elgin Partnership with Early Learning for a Mother’s Day Diapers and Wipes drive during the month of May. We filled our office with new, unwrapped diapers, Pull-Ups, and wet wipes. These generous donations will go to local families in need.
Community Resources
Complimentary Caregiver Event
Senior Services is offering a complimentary Caregiver Support & Empowerment Event today, Thursday, May 30th from 4 to 6 PM at 205 Fulton Street in Elgin. Caregivers will learn more about the support and resources available through Senior Services.
Community and Economic Development Association of Cook County is asking residents in Cook County to take their Community Needs Assessment Survey to help inform their programming and enhance or expand their resources for suburban Cook County residents. CEDA offers a range of programs.
CEDA is the largest private, nonprofit Community Action Agencies in the US, serving more than 300,000 people and 150,000 households in Chicagoland yearly. They offer scholarships for post-secondary education, financial assistance for summer camps and after school programs, and family nutrition programs.

Kane Senior Council is in urgent need of volunteers to deliver meals to homebound seniors in the Northern Kane County area – Elgin, South Elgin, Dundee, East Dundee, Carpentersville. Volunteers would pick up the meals from their new meal distribution hub at 418-B Airport Road in Elgin.
