Greetings Friends,


It has been a busy summer across the 43rd District, and I’m grateful for every opportunity to serve, listen, and work alongside our community.


My team and I have enjoyed connecting with residents at community events, honoring local veterans, welcoming new citizens, celebrating Elgin’s community, supporting local arts and education, and helping residents access important resources. From our Senior Fair and Shred Fest to National Night Out and our Library Stop, these gatherings remind me why staying connected to the people we serve is so important.


As we look ahead to the fall and November’s Veto Session, I’ll continue listening to your concerns and advocating for our community in Springfield. This newsletter highlights some of the work we’ve accomplished together, along with important information and resources for you and your family.

Moeller’s Bills Signed into Law

Protecting Due Process


On July 24th, Governor Pritzker signed Senate Bill 2914 into law.


Our teachers deserve a fair, transparent process during misconduct proceedings. SB 2914 strengthens that process by requiring written warnings to clearly identify the conduct that needs to be addressed and giving teachers an opportunity to respond before a school board takes formal action.


This legislation is about fairness, accountability, and ensuring that educators have a meaningful opportunity to be heard.

Championing Sustainability


This new law modernizes Illinois’ approach to food waste and composting by creating clearer definitions and rules for organic waste, establishing a more streamlined permitting framework, and providing commonsense exemptions for certain small-scale and farm-based composting operations.


Composting is an important tool for reducing waste, supporting healthier soil, and making better use of resources that would otherwise end up in landfills.


Governor Pritzker signed House Bill 5541 into law on July 31.

Strengthening Healthcare


I’m proud to share that HB 2371, the Patient Access to Pharmacy Protection Act, was signed into law by Governor Pritzker on August 7.


As a chief sponsor of this legislation, I’m grateful to everyone who helped us get it across the finish line. The 340B program is an important tool for community health centers, hospitals, and other providers serving patients who rely on affordable medications and critical health care services.


This new law puts in place important guardrails by preventing pharmaceutical manufacturers from restricting how 340B-covered entities and their authorized contract pharmacies acquire and receive discounted medications, while also establishing transparency and accountability measures.

Expanding Health Access


On June 16, Governor Pritzker signed Senate Bill 3365 into law.


As Chair of the Medicaid Working Group, I know how important it is to ensure Illinoisans who rely on both Medicare and Medicaid can access the care and services they deserve. This law strengthens our state’s approach to serving dual-eligible individuals while helping ensure nursing homes have a clearer, more consistent framework for delivering that care.


It also improves care for Illinoisans by expanding prenatal coverage for preeclampsia biomarker testing, strengthening behavioral health treatment standards, supporting case management for older adults, and improving reimbursement for community-integrated living arrangements and mental health facilities.

Annual Senior Fair


A big thank you to everyone who joined us for my Annual Senior Fair on August 29th! It was wonderful to see so many seniors, families, caregivers, and local organizations in one place.


Thank you to all of our participating organizations for sharing important information, resources, and services with attendees. Your commitment to supporting older adults and their families makes such a meaningful difference in our community. And thank you to everyone who took the time to stop by, ask questions, meet local organizations, and learn about the resources available to you and your loved ones.

Supporting Those Who Served


I’m grateful for the opportunity to stand with and support our local veterans.


On July 24, I joined JourneyCare Hospice for special ceremonies at The Sheridan at Tyler Creek Assisted Living and Crescent Care Nursing Home to honor approximately 40 veterans whose courage and sacrifice have helped shape our nation. It was a privilege to personally thank these heroes for their service and recognize the lasting impact they have made in our communities.


Earlier this summer, I also met with the Hanover Township Veterans Group in Bartlett to update them on the legislative session in Springfield, discuss bills awaiting the Governor’s signature, and hear directly from local veterans about the issues that matter most to them.


Thank you to all who served and continue to make a difference.

 

National Night Out


Thank you to everyone who came out for National Night Out on August 4th!


Our office had a wonderful time spending the evening with neighbors, connecting with residents, and celebrating the people and community that make our Elgin neighborhoods so strong at the Division & College St. block party.


A special thank you to the Elgin Police Department for helping make National Night Out such a success. We’ll see you again next year!

 

Annual Shred Fest


Thank you to everyone who joined us on Saturday, July 25th for our Community Shred/Recycling Day! We were thrilled to have Rep. Suzanne Ness and Alero Financial host and help make the event such a success.


We’re also thankful for our wonderful community partners:

Accurate Document Destruction for secure document shredding, APlus Communications Electronic Recycling for electronic recycling, and the FISH Food Pantry.


A huge shoutout to all of our amazing volunteers who donated their time and energy to keep things running smoothly!

 

Summer Library Stop


On July 13th, I hosted a Library Stop at the Gail Borden Public Library. It was a pleasure connecting with residents, answering questions, hearing your thoughts and concerns, and having meaningful conversations about the issues that matter most to our community.


Listening directly to residents helps me better understand the priorities, opportunities, and challenges facing our community, and I’m always grateful for the chance to hear from you. Our next Library Stop will be October 5th; you can find more details about it in the events section of this newsletter.

 

Commemorating 250!


Earlier this summer, we celebrated the 250th birthday of our great nation and reflected on the enduring ideals on which America was founded: that all people are created equal and endowed with certain unalienable rights, including life, liberty, and the pursuit of happiness.


As we marked Independence Day, we also recognized that our work to uphold these principles continued. From Illinois to communities across our country, we had a responsibility to protect the freedoms and opportunities that defined the American promise and to keep working toward a more perfect union.


I am proud to serve the people of the 43rd District and grateful for the opportunity to work alongside my neighbors to strengthen our communities and our state.

 

Post-Session Town Hall


On July 2nd, I hosted my annual post-session town hall to keep residents abreast of the spring legislative session that ended May 31st.


We covered several major legislative issues, including the Bears Stadium and the Mega Projects bill; the POWER Act and the growth of data centers; the state budget; and the impact of federal funding cuts to Medicaid. I’m grateful to everyone who took the time to attend, ask thoughtful questions, and share your perspectives and concerns. Your feedback helps shape the questions I ask, the priorities I advocate for, and the decisions I make as your representative.


The General Assembly will be returning to Springfield for our Veto Session in November.

 

Celebrating Elgin’s New Citizens


My office had the honor of celebrating Elgin’s newest citizens on June 23. Thirty individuals and their families marked an extraordinary milestone in their immigration journey.


We were proud to welcome these new citizens and celebrate all that this moment represents for them, their families, and the greater Elgin community. Becoming a U.S. citizen is a remarkable achievement—one that reflects dedication, perseverance, and a commitment to building a future in our community and our country. May this new chapter be filled with opportunity, hope, and continued success.

 

Honoring Heritage and Freedom


My office and I got the chance to join friends, neighbors, and community leaders at Elgin’s Juneteenth Cultural Festival on June 20th at Festival Park.


Juneteenth is a time to celebrate freedom, reflect on our history, and honor the resilience, culture, and contributions of generations of African Americans. Events like this bring those values to life through music, food, art, fellowship, and the simple joy of coming together as a community. As an Illinois State Legislator, I’m proud to stand with Elgin and communities across our state as we continue to honor the meaning of Juneteenth and work toward a more equitable Illinois.


I’m grateful to everyone who helped make this celebration possible, especially the African American Coalition of Kane County for organizing another outstanding event and creating a space where our community can celebrate, connect, and learn together.

 

Embracing Love and Community


Our team had a wonderful time celebrating with our community at the Elgin Pride Parade on June 6th. It was inspiring to see neighbors, families, local organizations, and businesses come together to celebrate love, inclusion, and the freedom to be exactly who you are.


This year’s “Raise Your Flag” theme was a beautiful reminder that our differences make our communities stronger. As an Illinois State Legislator, I’m proud to stand alongside our LGBTQ+ neighbors and continue working toward an Illinois where everyone is treated with dignity, respect, and equality.

 

Building Elgin’s Future


It’s been an exciting season of celebrating the people, places, and investments that make Elgin such a special community!


On June 29, I visited the future home of Side Street Studio Arts in downtown Elgin alongside the volunteers, donors, artists, supporters, partners, staff, and community members who helped make this milestone possible. I’m excited to see this new space continue to strengthen Elgin’s vibrant arts community.


On August 19, my staff joined students, families, educators, and community leaders for a ribbon-cutting ceremony at Kimball Middle School. The newly renovated and expanded school features modern classrooms, science labs, collaborative spaces, and more—creating an environment where students can learn, connect, and thrive.


And on August 20, we recognized Made-In-Elgin and the local entrepreneurs bringing creativity and energy to downtown. Congratulations to everyone involved in these milestones—and thank you for investing in Elgin’s future! 

 

Help & Resources

Changes to Medicaid Eligibility



Federal law under H.R. 1 will change Medicaid eligibility and renewal requirements beginning October 1, 2026, with additional changes taking effect January 1, 2027.


Starting October 1, some Medicaid customers may lose federally funded coverage. The Department of Healthcare and Family Services (HFS) is notifying affected customers directly and has resources available in multiple languages to help people understand what is changing.


Beginning January 1, 2027, some adults enrolled through the ACA Adult Medicaid program may be subject to new federal work requirements and will need to renew their Medicaid coverage every six months instead of annually. Many customers will not be affected, and exemptions are available for certain individuals.


What can you do now?

  • Make sure your mailing address, phone number, and email are up to date.
  • Watch for letters, texts, and other notices from HFS and respond promptly.
  • Review the Illinois Medicaid Customer Guide for information about upcoming changes.
  • Explore HFS’s Federal Resource Center for toolkits and outreach materials.

Property Taxes & Certificates of Error


With the release of the 2025 second-installment property tax bills from the Cook County Treasurer’s Office, homeowners are encouraged to review their bills to make sure they are receiving every exemption for which they qualify.


Start by checking the bottom left corner of your property tax bill to confirm your exemption deductions. Most homeowners qualify for the Homeowner Exemption, which can typically provide savings of around $1,000. Homeowners age 65 and older may also qualify for the Senior Exemption, while eligible seniors and veterans may qualify for additional savings, including the Senior Freeze and Veterans with Disabilities exemptions.


If you believe you are eligible for an exemption that is missing from your bill, you may be able to recover those savings by completing a Certificate of Error application through the Cook County Assessor’s Office. The process allows homeowners to seek missing exemptions for the 2025, 2024, 2023, and 2022 tax years.


Homeowners are encouraged to apply online as soon as possible or schedule an appointment to address missing exemptions.
